A Unique Opportunity for Foresight Experts
The International Civil Society Centre (the Centre) is offering a distinctive consultancy role for experts in foresight and strategy. This remote position is part of the Anticipating Futures for Civil Society Operating Space initiative, aimed at developing a practical guide to help international civil society organisations (ICSOs) enhance their resilience and adapt to a rapidly evolving global landscape.
This project seeks an experienced consultant to translate foresight methodologies into accessible, actionable tools specifically for the civil society sector. By stress-testing strategies against potential future scenarios, ICSOs can better anticipate challenges, seize opportunities, and sustain their impact in an uncertain world.
The Mission Behind the Initiative
Established in 2007, the International Civil Society Centre supports ICSOs in maximizing their influence for a fairer and more sustainable world. Backed by over 16 major ICSOs, including Oxfam International and Islamic Relief Worldwide, the Centre fosters collaboration, learning, and innovation across human rights, environmental, humanitarian, and social justice fields.
The Anticipating Futures initiative addresses the shrinking civic space by equipping leaders with foresight tools to anticipate disruptions and adapt strategies. This consultancy is pivotal in advancing this goal.
Key Details of the Assignment
The selected consultant will create a hands-on guide in clear, accessible language, designed as a practical resource for leaders and practitioners in civil society. Key deliverables include:
- An outline of the guide due by 27 October 2025.
- A first draft by 25 November 2025.
- A revised version incorporating feedback by 5 December 2025.
- A presentation at the Centre's Scanning the Horizon meeting on 11 December 2025.
The estimated time commitment is 10–12 working days between mid-October and mid-December 2025.
Required Expertise and Qualifications
The Centre is looking for a consultant with at least five years of proven experience in foresight and futures thinking, ideally combined with strategic planning. Essential qualifications include:
- Ability to translate complex foresight concepts into practical tools.
- Familiarity with civic space challenges faced by ICSOs.
- Strong English writing skills for making complex issues understandable.
- Capacity for independent work, effective time management, and meeting deadlines.
Communication skills are crucial to make foresight approaches resonate with diverse audiences, ensuring the guide is useful for practitioners new to these methodologies.

Interested consultants must submit applications by 24 September 2025 (COB). Submissions should include:
- A cover letter (up to four pages) detailing relevant experience, proposed approach, and examples of foresight methods.
- 1–2 examples of comparable work, preferably as attached documents.
- A proposed budget in EUR, specifying daily rate and estimated working days.
- A Curriculum Vitae (CV).
- Two references from previous clients (to be contacted if shortlisted).
Shortlisted candidates will be invited for a virtual interview in early October.
