Position Overview
Title: Community of Practice Consultant – Global Accelerator Community of Practice on Social Protection and Jobs

Duration: 15 December 2025 – 1 December 2026
UNICEF is seeking a consultant to support the development, coordination, and facilitation of the Community of Practice (CoP) under the Global Accelerator (GA) on Jobs and Social Protection for Just Transitions. The consultant will promote peer learning, technical exchange, and co-creation of solutions among UN agencies and national counterparts in Global Accelerator pathfinder countries.
Background and Purpose
The Global Accelerator Community of Practice is a global platform that supports integrated, gender-responsive, and sustainable social protection and employment systems. It contributes to the implementation of Global Accelerator national roadmaps through collaboration, technical exchange, and capacity strengthening. The CoP provides a technical, practitioner-driven space complementing the high-level governance conducted by the Global Accelerator Steering Group.
Value and Role of the CoP
The CoP enables technical practitioners to:
- Share experiences and troubleshoot implementation challenges.
- Co-develop tools, methods, and innovative approaches.
- Strengthen cross-country learning and collaboration.
- Build networks that complement formal governance structures.
Integration with the Hub of Expertise
The CoP is a core mechanism of the Global Accelerator’s Hub of Expertise (HoE), supporting its knowledge generation and peer learning functions. It strengthens south-south learning and aligns with the technical support provided through the Technical Support Facility. Outputs such as learning briefs and peer exchange reports feed into the broader knowledge system of the GA.
Consultant Responsibilities
The Community of Practice Consultant will:
- Establish and manage the CoP Core Group.
- Facilitate quarterly learning sessions, peer support dialogues, and technical clinics.
- Coordinate member onboarding and ongoing engagement.
- Develop and maintain a CoP monitoring dashboard.
- Produce learning briefs, peer exchange reports, and other knowledge products.
Key Deliverables and Deadlines
1. Establish CoP Core Group and operating framework
- CoP charter and structure finalized
- Deadline: 15 February 2026
2. Member onboarding and engagement
- Updated member list, onboarding materials, progress report
- Deadline: 31 May 2026
3. Organize two peer support and technical clinics
- Two peer support reports
- Deadline: 30 September 2026
4. Facilitate four quarterly learning sessions
- Four learning briefs
- Deadline: 31 October 2026
5. Develop and maintain CoP dashboard and M&E framework
- Monthly updates, dashboard development
- Deadline: 15 November 2026
Qualifications
Education
- Advanced university degree in social policy, international development, communications, or a related field.
Experience and Skills
- At least 8 years of experience in social protection or in skills, job creation, and livelihoods.
- Proven experience facilitating participatory learning and peer exchanges with government partners.
- Strong interpersonal, analytical, and communication skills.
- Experience managing communities of practice or similar knowledge platforms.
- Experience with online collaboration and knowledge management tools.
Additional Requirements
- Completed profile in UNICEF’s e-recruitment system.
- Upload of academic credentials.
- Submission of a financial proposal, including:
- Costs per deliverable and total lump sum (USD)
- Travel and subsistence costs where applicable
- Any additional estimated costs (e.g., visa, insurance, living expenses)
- Availability
- Consultants must have valid health insurance for the contract duration.
- Payment is based on satisfactory and timely submission of deliverables.
- Any approved duty travel will be covered by UNICEF.
U.S. Visa Considerations
Candidates residing in the United States under visas other than U.S. citizenship, Green Card, or G4 must convert to a G4 visa for the duration of the consultancy. Household members may require Employment Authorization.
